State Employee Bargaining Agent Coalition (SEBAC) Agreements

The State Employees Bargaining Agent Coalition (SEBAC) is made up of 15 public sector employee unions representing roughly 46,000 Connecticut state employees. SEBAC was recognized in 1986 under Conn. Acts 86-411 to negotiate with the State on healthcare and pension benefits for its individual unions’ active members, as well as retirees.

  • Connecticut Employees Union Independent/SEIU Local 511
  • Connecticut Police and Fire Union/IAFF-IUPA

  • International Brotherhood of Police Officers/SEIU Local 731
  • Judicial Professional Employees Union
  • New England Healthcare Employees Union, District 1199/SEIU

Since the first SEBAC agreement — a 1989 arbitration decision — SEBAC and the State have negotiated eight agreements that have modified state employee healthcare and pension benefits, created new employee benefit tiers, altered the State's contributions to the State Employees Retirement System (SERS), and/or delivered state budget savings through employee concessions.
