Claiming that state money for bilingual education is insufficient, representatives of the state’s Latino & Puerto Rican Affairs Commission​ and Asian Pacific American Affairs Commission​ and the Connecticut School Finance Project criticized state financing laws that miss about 11,000, or about one-third, of all English Language Learner students in the state to qualify for the Bilingual Education Program Grant.
