New Haven Register: Connecticut School Finance Project proposes special education spending model

Katie Roy, director and founder of the Connecticut School Finance Project, has a proposition for the way special education is funded in state school districts.

Roy said she has spent months meeting with stakeholders and looking at special education funding across the nation to develop what she calls the Special Education Predictable Cost Cooperative.

“It would be overly optimistic of us to believe the state budget would not have an impact on education spending,” Roy said.

For approximately a year since Roy founded the school funding policy-centered Connecticut School Finance Project, Roy has argued that state spending on education is problematic. Although she believes Superior Court Judge Thomas Moukawaher’s ruling in CCJEF v. Rell “woke up” a lot of people to inequities in state spending on education, she believes special education funding is especially vulnerable.
